John Fowler is a distinguished Central Coast leader with over four decades of experience in nonprofit management, commercial real estate development, and financial strategy.

As President/CEO of Peoples’ Self-Help Housing from 2011 to 2021, he directed one of the region’s most impactful community development organizations, overseeing nearly 50 affiliated entities and nearly a $1 billion housing portfolio. In this role, he expanded affordable housing access, advanced innovative owner-builder programs, and oversaw education/workforce readiness programs and service delivery supporting more than 5,000 residents daily.

Earlier, as Chief Administrative Officer and Executive Vice President of a Central Coast financial institution, John established and led a construction and development division that generated a $50 million line of business. He positioned the bank as a leading regional developer while managing an extensive portfolio of commercial and residential properties. This phase of his career solidified his reputation for bridging the gap between high-level financial oversight and practical real estate execution.

John’s civic expertise is anchored by eight years on the San Luis Obispo Planning Commission, part of which included time as Chairman. During his tenure, he navigated complex planning elements including General Plan updates, land use, zoning, entitlements, and business permitting. This technical background proved vital in his leadership of the $5 million restoration of Mission San Luis Obispo de Tolosa and the $10 million renovation of Mission College Prep, where he spearheaded capital campaigns and oversaw both design and construction.

A retired Certified Public Accountant and seasoned governance leader, John has served as a director for various development foundations, housing trusts, and land trusts. He remains an active voice on boards supporting regional housing coalitions, economic development, and philanthropy. John’s advocacy centers on building collaborations between industry, nonprofits, and civic leadership to drive inclusive economic growth and create thriving, sustainable communities.
